This water pitcher pattern is 'Nugget Ware' and was made by Diamond Glass Company in Montreal, in 1890s. There were quite a few pieces made in this line.
It is similar to the Victor pattern (AKA Shell & Jewel) made by the Westmoreland Specialty Company. The main difference can be seen in the rays that are more pointed on the Diamond Glass pattern as well as the top of lip of these water pitchers, the Westmoreland is not a straight/flat brim.
This piece is most likely Manganese glass, which glows under UV light similar to the glow of other glasses such as Uranium or Selenium. Manganese was not commonly used in glass after WWI, approximately 1914ish.
